We are currently developing a mobilisation team for a long-term rail and transport infrastructure assignment based in Lusail, Qatar.
Job Description
SEGULA Technologies is seeking experienced HSE Officers/Safety Officers to support health, safety and environmental compliance on a major rail and transport infrastructure project in Lusail.
Reporting to the Project HSE Manager, the successful candidates will monitor site activities, enforce approved safety procedures and help prevent accidents, injuries, occupational illnesses and environmental incidents.
This is a site-based operational safety position requiring regular interaction with workers, supervisors, subcontractors and project-management teams.
Key Responsibilities
- Implement and monitor the approved project HSE plan, policies and procedures.
- Conduct daily site inspections and identify unsafe acts, unsafe conditions and environmental non-conformities.
- Ensure compliance with project requirements, applicable legislation and international HSE standards.
- Monitor high-risk construction and railway activities, including:
- Work at height
- Excavation and trenching
- Lifting operations
- Confined-space entry
- Hot works
- Electrical works and machine safety
- Rail and construction vehicle movements
- Hazardous substances and COSHH requirements
- Verify that appropriate control measures are implemented before work begins.
- Review and contribute to risk assessments, Method Statements and Job Safety Analyses.
- Monitor Permit-to-Work requirements and site compliance.
- Conduct employee and subcontractor HSE inductions.
- Deliver toolbox talks, safety briefings and awareness campaigns.
- Promote a positive health and safety culture across the project.
- Report and investigate accidents, incidents, near misses and environmental events.
- Prepare incident-investigation reports and recommend corrective and preventive actions.
- Follow up on corrective actions until proper closure.
- Monitor waste management, spill prevention, dust, noise and pollution-control measures.
- Maintain accurate HSE records, inspection reports, training records and Permit-to-Work documentation.
- Prepare daily, weekly and monthly HSE reports.
- Participate in emergency-preparedness planning and emergency drills.
- Inspect emergency equipment and ensure that it remains accessible and operational.
- Support internal and external HSE inspections and audits.
- Immediately intervene where unsafe practices are identified.
- Stop work where an activity presents an imminent danger to personnel, property or the environment.

Qualifications
Mandatory Requirements
- Valid NEBOSH International General Certificate – mandatory.
- Minimum 3–5 years of experience as an HSE Officer or Safety Officer.
- Previous experience on construction, infrastructure, industrial or transport projects.
- Practical experience conducting site inspections, toolbox talks and risk assessments.
- Good understanding of Permit-to-Work systems and high-risk construction activities.
- Knowledge of applicable HSE legislation and international safety standards.
- Experience in incident reporting, investigation and corrective-action follow-up.
- Fluency in English.
- Proficiency in Microsoft Office, including Word, Excel and PowerPoint.
- Strong communication, observation and interpersonal skills.
- Ability to work under pressure within an active site environment.
- Willingness to work according to project shifts and site requirements.
Preferred Requirements
- Previous railway, metro, tramway or transport infrastructure experience.
- Previous experience on GCC or Qatar projects.
- IOSH Managing Safely certification.
- OSHA certification.
- First Aid certification.
- Fire Warden training.
- Environmental-awareness or incident-investigation training.
Additional Information
The assignment will be based in Lusail, Qatar and is expected to run for approximately 15 months, from October 2026 to December 2027, subject to final project confirmation.
Candidates must be willing to relocate to Lusail and remain available for the full assignment.
All selected personnel must successfully complete the applicable medical, site-access and railway-network safety training before commencing work.
Employment and mobilisation remain subject to final project award, document verification, medical fitness and client approval. The original requirement covers three EHS Safety Officers and requires NEBOSH IGC with a minimum of three to five years of relevant project experience.
