POSITION SUMMARY
SEGULA Technologies is seeking an experienced Functional Safety and Safety Instrumented Systems (SIS) Specialist to support functional safety engineering, safety lifecycle management and technical verification activities for major industrial and hydrocarbon facilities.
The successful candidate will review functional safety documentation, assess Safety Instrumented System (SIS) design and implementation, verify Safety Integrity Level (SIL) requirements, and ensure compliance with applicable international standards and project specifications.
The role covers functional safety lifecycle activities from hazard identification and risk assessment through design verification, testing, commissioning and operational handover.
MAIN RESPONSIBILITIES
- Review functional safety plans, safety lifecycle documentation and project functional safety requirements.
- Assess hazard study outputs, including HAZID, HAZOP, Layer of Protection Analysis (LOPA) and Safety Integrity Level (SIL) determination.
- Review Safety Instrumented Functions (SIFs), Safety Requirements Specifications (SRS) and SIL allocation documentation.
- Verify SIS architecture, safety logic, sensors, logic solvers, final elements and associated instrumentation.
- Review cause-and-effect diagrams, emergency shutdown (ESD) philosophies, shutdown matrices and safety interlocks.
- Assess SIS independence, common-cause failure considerations, redundancy and fault tolerance.
- Review SIL verification calculations, probability of failure on demand (PFD), probability of failure per hour (PFH), and hardware reliability data, as applicable.
- Assess proof-test intervals, proof-test procedures, diagnostic coverage and functional testing requirements.
- Review interfaces between SIS, Distributed Control Systems (DCS), Fire and Gas (F&G) systems and packaged equipment.
- Verify alignment between safety requirements, system architecture, equipment selection and implementation documentation.
- Review vendor documentation, technical specifications, functional safety assessments and test procedures.
- Participate in multidisciplinary design reviews, HAZOP studies, LOPA workshops and SIL assessments.
- Identify functional safety gaps, technical deviations, non-conformances and lifecycle compliance risks.
- Support Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), Safety Instrumented Function testing and commissioning-readiness reviews.
- Review validation plans, commissioning procedures and documentation required before system start-up.
- Maintain functional safety review records and track technical comments through resolution.
- Provide recommendations to engineering management on functional safety risks and required corrective actions.
TECHNICAL RESPONSIBILITIES
- Provide specialist functional safety and SIS engineering expertise.
- Review and verify functional safety deliverables within delegated technical authority.
- Assess compliance with IEC 61508, IEC 61511 and applicable regulatory requirements.
- Verify that SIL requirements are appropriately determined, allocated, implemented and validated.
- Identify deficiencies in safety lifecycle documentation, SIS design and testing arrangements.
- Support functional safety assessments and independent technical verification activities.
- Coordinate functional safety interfaces with process, instrumentation and control, electrical, mechanical and operations disciplines.
- Maintain traceable documentation of reviews, findings, recommendations and corrective actions.

REQUIRED QUALIFICATIONS
- Bachelor’s degree in Engineering or an equivalent relevant technical qualification – mandatory.
- Recognised functional safety certification, such as TÜV Functional Safety Engineer or Functional Safety Expert, or equivalent – preferred.
- Training in IEC 61508 and IEC 61511 functional safety lifecycle requirements – preferred.
- Additional training in HAZOP, LOPA, SIL assessment and SIS verification – advantageous.
REQUIRED EXPERIENCE
- Minimum 15 years of relevant process safety and/or functional safety engineering experience.
- Demonstrable experience with IEC 61508 and IEC 61511 lifecycle requirements.
- Direct experience in SIL determination, SIF identification, SIL verification and SIS design review.
- Experience preparing or reviewing Safety Requirements Specifications (SRS), cause-and-effect diagrams and shutdown philosophies.
- Knowledge of SIS architecture, safety instrumented devices, logic solvers, final elements and failure-rate data.
- Experience with proof testing, functional testing, validation and commissioning of safety instrumented systems.
- Experience in oil and gas, refinery, petrochemical, gas-processing or other major industrial facilities.
- Experience participating in HAZOP, LOPA, HAZID and SIL assessment workshops.
- Experience reviewing vendor documentation and assessing functional safety compliance.
- Previous independent assessment, technical verification or functional safety assurance experience – strongly preferred.
- LPG-specific experience – advantageous.
