Job Description
SEGULA Technologies is seeking an experienced Civil Works Construction Manager to support the delivery of a major High-Speed Rail infrastructure project in Abu Dhabi, UAE.
The successful candidate will be responsible for managing and coordinating civil construction activities, ensuring safe, efficient and timely execution of the works in accordance with approved technical specifications, quality standards, contractual requirements and project schedules.
This senior position requires proven experience managing large-scale railway civil works, including earthworks, railway formation, drainage systems, structures and interfaces with track construction and railway systems.

Key Responsibilities
Lead and oversee civil construction activities on a major railway infrastructure project.
Manage earthworks, excavation, embankments, railway formation, subgrade preparation, drainage and associated civil infrastructure works.
Supervise the construction of railway-related structures, including bridges, culverts, retaining structures and foundations, as applicable to the assigned scope.
Develop and implement civil construction methodologies, execution plans and construction sequences.
Coordinate multiple construction fronts and ensure efficient deployment of personnel, equipment and subcontractors.
Review technical drawings, construction methodologies, method statements and inspection and test plans.
Ensure civil works are executed in compliance with design specifications, construction tolerances, railway standards and quality requirements.
Manage interfaces between civil works, track construction, OCS, utilities, structures and other railway systems.
Monitor construction progress, productivity, cost performance and resource utilization.
Identify construction risks, technical issues and schedule constraints and implement mitigation measures.
Coordinate closely with Engineering, Planning, Procurement, Quality, HSE and Project Management departments.
Supervise subcontractors and ensure compliance with contractual requirements, technical specifications and project schedules.
Enforce HSE procedures and promote safe construction practices across all work fronts.
Coordinate inspections, testing, documentation and handover of completed civil works.
Prepare construction progress reports, resource forecasts, risk registers and performance updates for project management.
Qualifications
Bachelor's degree in Civil Engineering or Construction Engineering.
Extensive professional experience in civil construction management on major infrastructure projects.
Mandatory: Proven civil works construction management experience on major railway infrastructure projects.
Previous experience as a Civil Works Construction Manager, Railway Construction Manager, Civil Construction Manager or equivalent senior construction leader.
Strong technical expertise in railway earthworks, formation, subgrade, drainage and associated civil infrastructure.
Experience managing the construction of railway structures, foundations and related interfaces.
Solid understanding of railway construction methodologies, sequencing and multidisciplinary coordination.
Demonstrated experience managing large construction teams, subcontractors and multiple construction work fronts.
Strong knowledge of QA/QC procedures, method statements, inspection and test plans and construction HSE requirements.
High-Speed Rail (HSR) project experience is strongly preferred.
Experience on major international railway infrastructure projects is an advantage.
Strong leadership, planning, communication and problem-solving skills.
Professional fluency in English is mandatory.
Mandatory Experience
Apply only if you have proven experience in civil works construction management on major railway infrastructure projects, preferably High-Speed Rail (HSR), with direct responsibility for earthworks, railway formation, drainage, structures and coordination with track construction activities.
Candidates with experience limited to general building construction, residential developments or non-railway civil projects without relevant railway construction experience will not meet the mandatory criteria.
