For a power generation IPP project in Dubai, UAE, we are mobilizing an Owner’s Engineer team to support EPC design review, construction supervision, site inspection, testing, commissioning, COD readiness, and warranty-period follow-up.
We are looking for experienced professionals with strong EPC, Owner’s Engineer, consultant-side, power generation, utilities, waste-to-energy, biogas, landfill gas, thermal power, or industrial project experience.
Job DescriptionWe are looking for an HSE Engineer to lead the Owner’s Engineer HSE supervision and assurance activities for a confidential power generation IPP project in Dubai.
The role will ensure that the EPC Contractor implements approved HSE plans, risk controls, permit-to-work systems, emergency response arrangements, and regulatory requirements throughout construction, commissioning, and testing phases.
Key responsibilities include:
· Review EPC Contractor HSE plans, risk assessments, method statements, emergency procedures, and permit-to-work arrangements.
· Lead HSE inspections, audits, observations, and compliance monitoring across the site.
· Monitor high-risk activities including lifting, excavation, electrical works, confined space, hot works, work at height, energization, and commissioning.
· Review incident reports, root cause analysis, corrective actions, and preventive measures.
· Prepare HSE reports, statistics, observations, and recommendations for the Site Manager and client.
· Coordinate with site inspectors, EPC Contractor HSE team, subcontractors, and client representatives.
· Promote proactive safety culture and ensure HSE non-compliances are closed in a timely manner.
· Support emergency drills, toolbox talks, training, and site HSE campaigns.
Profilo
· Bachelor’s degree in Engineering, HSE, or related discipline.
· Minimum 8–10 years of HSE experience on construction, industrial, power, utility, or EPC projects.
· NEBOSH IGC required; NEBOSH Diploma, IOSH, or equivalent is an advantage.
· Strong knowledge of UAE / GCC HSE regulations, permit-to-work systems, risk assessments, and incident investigation.
· Experience in power generation, utilities, or energy infrastructure projects is preferred.
· Strong reporting, leadership, and communication skills.
