Job Description
SEGULA Technologies is seeking an experienced Test & Commissioning Director to lead the testing, commissioning, and systems integration activities of a major railway infrastructure project in the United Arab Emirates.
The successful candidate will take overall responsibility for delivering the Testing & Commissioning (T&C) programme in accordance with contractual requirements, project milestones, safety standards, quality objectives, and operational readiness requirements.
This senior leadership position requires extensive railway systems integration experience and the ability to manage multidisciplinary teams, complex technical interfaces, and multiple stakeholders throughout the project lifecycle.
Key Responsibilities
Testing & Commissioning Leadership
Lead and manage the overall T&C programme, ensuring compliance with contractual, safety, quality, and schedule requirements.
Direct and coordinate multidisciplinary testing and commissioning teams.
Oversee testing strategies, execution plans, progress monitoring, and commissioning milestones.
Review and authorize test reports and commissioning certificates.
Railway Systems Integration
Coordinate with contractors responsible for rolling stock, civil works, and external systems to ensure readiness for static and dynamic integration testing.
Manage the technical interfaces between railway infrastructure, operational systems, and associated contractors.
Coordinate with relevant authorities during the energization of power infeed substations.
Lead coordination with stakeholders for migration, systems integration, and revenue service readiness.
Engineering & Technical Coordination
Collaborate with engineering teams to ensure the availability of approved test plans, procedures, method statements, and supporting design documentation.
Coordinate construction-to-commissioning handovers.
Interface with Verification & Validation (V&V) teams throughout the project lifecycle.
Coordinate with RAMS specialists and Independent Safety Assessors during safety-critical testing.
Project Delivery & Stakeholder Management
Work closely with project planning teams on scheduling, forecasting, and progress monitoring.
Coordinate with the HSE team to develop hazard analyses and safe execution plans.
Liaise with Operations & Maintenance teams regarding maintenance planning during commissioning.
Support system handover to the client and transition into trial operations.
Support trial running and operational readiness activities.
Profile
Required Qualifications
Bachelor's degree in Electrical Engineering, Electronic Engineering, Computer Engineering, Systems Engineering, Telecommunications Engineering, Information Technology, or a related discipline.
A master's degree in Engineering, Project Management, Business Administration, or a related field is preferred.
Required Experience & Skills
Minimum 15 years of professional experience.
Extensive experience in railway systems integration, testing, and commissioning.
Proven experience leading multidisciplinary T&C teams on large-scale railway projects.
Strong understanding of RAMS, safety assurance, and regulatory compliance.
Demonstrated experience managing interfaces with clients, contractors, authorities, and suppliers.
Excellent project planning, risk management, problem-solving, and decision-making abilities.
Proficiency in project management and reporting tools.
Excellent written and spoken English.
Arabic language skills are an advantage.
